Have you thought about those DAOs that use SourceCred? In this line, I was thinking that the Lvl 3 or Lvl 4 if you wish, would be:
A static allocation policy where trusted contractors earn X% plus a dynamic allocation policy where depending on the community valuation (emotes) they receive, the extra outflow will reach these trusted contractors.
I find it as a potential solution for having minimum viable "salaries" for DAO contributors while also remaining with the power of community-based rewarding.
